Discussion Topics:
Item #1: New Blackpowder SASS Standard
Open discussion surrounding the availability of GOEX powder. The goal is not to lower the BP standard, but to make available several load options with various powders due to the scarcity of GOEX powder. Discussion surrounding .32 caliber being addressed as well. Action Item: The RO Committee will coordinate the production of several sample rounds with varied powders and bullets. Experiments will be done to determine possible configurations of a new BP standard. The ROC will then work with SASS to establish the verbiage and standard guideline. The item will then return to the TG Body with the results of the experiment to vote on the change once the data is collected.
Item #2: Legalizing the 93/97
Open discussion surrounding the proposed legalization of the 93/97 shotgun. A historical perspective was presented. 200 of these firearms were imported. Competitive advantage? Some concerns that the legalization would snowball into others opening up the port of a ’97 to “match” it. It was determined there is no competitive advantage to the 93/97. Even so, it was voted that due to the limited availability and the “can of worms” perspective, the attending TG’s declined to pursue moving the topic to the TG body for a vote. No Action.
Item #3: Shooting Gunfighter style in Age based categories
Similar to the current ability to shoot Gunfighter in B-Western, a discussion was had regarding the allowance of shooting Gunfighter in the Age based categories as well. (ie: Junior, Wrangler, 49er, Senior, etc.) – the discussion split into several questions to consider:
· Allowing it in all categories : Discussion around weakening the integrity of the GF category possibly deeming it irrelevant. OR
· Allowing it in Junior category (not Buckaroo/Buckarette – Junior Girl/Junior Boy only): To provide a nurturing and encouraging environment for Junior shooters while they are “coming into their own” and could possibly be allowed to shoot numerous shooting styles within the Junior category. Discussion surrounding safety -additional safety supervision is already in place by the parent/guardian- as well as fellow shooters at the Junior Shooter level. Allowing it in the Junior category would also eliminate the expansion of current Shooting style categories to include (protected) Junior categories in the shooting style categories; causing strain on sanctioned matches and match producers with an already full category listing.
Action Item: The RO Committee will coordinate with SASS officials to establish the proposed verbiage and present the item to the TG body for a vote.
Item #4: Making .22 caliber an “official” category
This item has been discussed/presented previously and is already encouraged/recognized at the local level.

Item #5: Proposal to remove the verbiage “to avoid a penalty” from the de-cocking verbiage in the Shooters Handbook. (ie: “De-cocking to avoid a penalty…”)
The proposal was discussed and it was determined that there is no need to remove this verbiage; in fact, it is not contradictory at all and has been a longstanding descriptive.
Item #6: SHB/Pocket RO Card corrections
There will be a new version of the SASS Shooters Handbook coming soon- the only edit that is being done is a correction to the Pocket RO card. Two items have somehow made their way off the Pocket RO card in the last few years edits. Simply adding back two items (empty casing on the carrier verbiage and dry firing penalty to include both loading and unloading tables)
OPEN DISCUSSION/TG Questions & Topics:
1. Texas Jack Daniels asked for clarification re: who the “new” Wild Bunch are and who owns SASS. Misty Moonshine explained the history of the ownership of SASS and the retirement of the Wild Bunch (shareholders/owners). She explained that the Wild Bunch name was retired with those shareholders and that the succession of SASS with their retirement was accomplished as a standard corporate stock redemption. Misty, having been the Wild Bunch member that did not retire, is now the sole owner of SASS. There are no outside investors and no other shareholders. The new SASS Board is an Advisory Board and have no ownership in SASS.
2. Website Update: Misty Moonshine presented an update on the new SASS website and presented it in its current state (on an iPad) for everyone to see. A projected launch date of the new SASS website is set for April 2022.
3. Clarifications Archive: There was some discussion about the accessibility of and incorporation of rule clarifications into the rule books. After a brief discussion, it was determined that the clarifications are simply explanations of the rule(s) in question and don’t warrant inclusion in the book. However- it was decided that should an item be identified as needing clarification often, action should be taken to evaluate the verbiage of the rule in question and edits made to make it easier to understand and eliminate the need for constant clarification.

Agenda Discussion Items:
1. Should the DNF (Did Not Finish) be changed to a DNS (Did Not Start), and the associated follow on consequences? It was suggested that it would be a good idea to define DNF as stage started but not finished & create a penalty of DNS when a shooter did not start the stage for some reason (sickness, early departure, etc). This has been a confusing penalty to apply for some CROS/TO, and has been applied incorrectly at matches. Much of the confusion centers on scoring methodology vice the assigning of a penalty.
The WB and the ROC recommend leaving it as it is, but can offer clarity on the application: As examples (of previous clarifications) if a shooter starts the stage, but can’t finish it (say because they forgot to load their rifle) they would NOT receive a DNF, but only 5 second penalty for the 10 unfired rifle shots (in essence 10 misses, in simple terms). If a shooter forgets to wear shotgun belt – same – misses for the unfired rounds.
However, if a shooter chooses not to start the stage or not to finish the stage, but they are
capable of starting or finishing the stage, then a DNF will be assigned. Also if a shooter misses a stage time (late to the range for whatever reason) and can’t make up the stage within the rules set out by the match officials or match policy, then a DNF will be assigned.
Previous clarifications in this regard include the loss of safety glasses mid-stage, where a DNF is assigned if they cannot be recovered or replaced while the shooter is engaging the stage – equipment failure. The same would apply to a disabling injury that prevents a shooter from continuing. In essence, if a shooter chooses to simply quit mid-stage on his/her own account, say because of a “P” or multiple misses and/or malfunctions, a DNF would be appropriate. Please also be reminded: Failure to bring enough ammunition to the line to complete a stage is scored the same as misses for any un-fired rounds. SHB p.28
2. It was discussed at the last EOT to change the penalty for coming to the line with a hammer back on rifle when leaving loading table. It has been suggested that the handling of the situation is as follows: If the hammer is back on the rifle while leaving the loading table to the stage, the shooter is to point the rifle safely down range, pull the trigger. If a round is fired, squib or otherwise (live round was under the hammer) a SDQ violation would have occurred. If the chamber is confirmed to be empty (hammer goes “click” with no round fired, the shooter may continue to stage guns with no further call. NOTE: The current rule remains in effect….no change has been voted on or approved by the TGs. The ROC has agreed with this concept. There will likely be a future vote either electronically or at a Summit.
3. The “empty case in rifle – should there be a penalty?” issue was raised again. It was discussed and consensus opinion among those attending was that there is no valid reason to change the existing rule. Furthermore it is unlikely that the WB will allow such a change for safety and liability reasons.
4. It has been suggested that the current penalty of not clearing firearms at the ULT, and then being subsequently discovered at the next stage, should be changed from an SDQ to a
procedural penalty. Many agreed that the penalty for empties in revolvers (SDQ) is much
worse than an empty left in a long gun (Minor Safety). It was pointed out that the reason the penalties are different is because there are different rules broken in each case. Consensus was that there is no reason to change this penalty. The ROC is firmly in favor of keeping the current penalty, as it goes completely against our safety culture of unloading firearms after use.
5. It has been suggested by some on the SASS Wire that a shooter should not be allowed to
question misses because it intimidates spotters? The discussion progressed about how a
shooter can intimidate spotters depending on how they behave or ask the question. It does
happen. The ROC stated that if ANY behavior from ANY shooter becomes abusive or
belligerent, that shooter should be ejected from the match. However, it should be handled
with care initially, as some shooters who are basically well mannered and good people can get caught up in the moment and simply react out of frustration. In this case the shooter should be given a warning off the line, which will likely end the problem. If it happens again then they should be removed from the match. On the other side of this issue, it is perfectly acceptable for a shooter to ask, politely, out of genuine interest “which one did I miss?” The ROC agreed to review & possibly give a clarification on the application of a progressive penalty of SDQ/MDQ for that situation.
6. Regarding the ‘One SDQ per stage’ discussion at the End of Trail TG meeting, it is the ROC’s recommendation to remain with the current rule.
“Two accumulated SDQ penalties (even on the same stage).
*This does not apply to a single action that carries multiple penalties (e.g. breaking the 170° with an unloaded firearm AND simultaneously sweeping someone).” SHB p.23 (MATCH DQ)
If a shooter commits an SDQ violation, the CRO/TO should stop the shooter as soon as it is safe to do so. (In cases where there is doubt as to whether or not the violation occurred, or it is deemed unsafe at that point in time to stop the shooter, it is reasonable to allow the shooter to finish the stage.)
If the shooter subsequently commits another SDQ violation while still on the firing line (all firearms not yet cleared at the unloading table), then the shooter immediately earns a MDQ. (For example: A shooter moves with a cocked revolver and is stopped by the CRO/TO. Then the shooter sweeps the unloading table with their shotgun while moving off the firing line to unload.) Shooters must be responsible for their actions regarding firearm safety at all times, and are not exempt from penalties for unsafe actions or firearm handling, simply because they have earned one SDQ.
There are other cases where two acts of the same violation will only incur one SDQ. (For
example: The gunfighter who cocks both revolvers, and then moves (more than one step) to another location – although 2 firearms are in violation, this would be ONE act that earns an SDQ penalty.) CRO/TOs should apply reasonable thinking and take a “common sense” (RO III) approach when applying the rule for these kinds of exceptions.
7. TG Summit: The discussion continues about online voting/electronic voting vice a face to face “business” type meeting or TG Summit. Given some informal preference from the SASS Wire Forum discussion, and from those in attendance, the majority of TGs would prefer a ‘business meeting’ style Summit. This should be a compressed business meeting with a well communicated agenda, well in advance, at a location which is affordable/a transportation hub. The meeting should be 2-3 days maximum, held on the weekend to allow those who have employment commitments to attend. Not all TGs have internet access and some don’t respond to email. Therefore online voting and discussion are less than optimal, and may not be the vehicle to represent all clubs. It was pointed out however, that online voting/discussions are a lot more cost-effective than a convention. This issue is ongoing and will be reviewed by the WB for a final decision in due course.
8. The issue of enforcing Loading Table Officers (LTO) was raised. The question was “are they an absolute requirement?” The TG pointed out how the requirement for a specific LTO is applied differently from club to club. Blackjack Zak (MD at Winter Range) & Lassiter/Deuce (MDs at EOT) all agreed that there must be someone checking at the Loading Table, either a specific person assigned as an LTO……or shooters at the LT check each other. In either case, a person MUST BE checking, as per our rules. A consensus was reached that what really matters is that the firearms are checked, whether by an adjacent shooter or by an LTO.
9. Shamrock Sadie raised the issue about rules enforcement at local club matches, and mentioned how it is not fair to their shooters to get them used to relaxed rule enforcement because it develops bad habits that can hurt them at “big” matches where the rules are enforced. This issue was reinforced by the ROC – it is imperative that SASS rules be followed, as this educates and trains our shooter to “do it the right way”. Also…..if rules are not enforced, the shooters who it is unfair to are all those shooters who are following the rules. It absolutely behooves all shooters, especially TGs, to know and apply SASS rules……they keep us safe.

Winter Range Territorial Governor’s Meeting – Feb. 23, 2019
Meeting Opened and Chaired by Blackjack Zak
1. TG Summit: Misty reported there was less than 50% response to email surveys sent to TGs. A large number weren’t even opened. There was a low positive response to a Las Vegas meeting leaving the questions of where and when will issues be addressed. This item is addressed later in meeting as well as these minutes.
2. Social Media: ROC & SASS officials stated that Social Media (Facebook, etc.) not be considered an official SASS site. SASS Wire Forum is an official SASS site created for member discussion. The ONLY official place for OFFICIAL clarifications and WTCs is the SASS Wire Forum, and direct communications from SASS/ROC. Social Media is not “official” for anything.
3. New ROC: ROC now identified as Virgil Earp (Chairman), Blackjack Zak (Vice Chairman), Deuce Stevens, Pale Wolf, Red River Wrangler. The ROC was trimmed down to active shooting ROC members, and is working better to achieve the aim of the ROC. The ROC does NOT make rules – this is the purview of the Territorial Governors. The ROC clarifies the existing rules according to original intent when written, and recommends changes as necessary. There is an interest in bringing in EU representation on the ROC.
4. SASS Rules: A passing, verbal comment from an ROC member(s) is not official. Also, the SASS.net Forum is only used by Pale Wolf/ROC to make clarifications to current rules, not to change rules. (e.g.: Hammer back on rifle leaving LT still a SDQ – currently there is NO change to this rule – there has only been discussion at EOT). IF shooters/clubs have a desire to change/make rules then they need to bring this up to SASS through their TGs – there needs to be a ground swell. These and other like items for rulings should be emailed to Misty as agenda item(s). Emails sent to info@Sassnet.com will go to Misty.
5. Member Safety Training: On SASS home site there is a list of Black Pins with their email addresses available for member safety training (RO courses) to contact for RO classes for members. If a person is NOT on this list (on the SASS Website), they are NOT a qualified/current instructor.
6. The ROI and ROII Classes are one way to reach members to educate them. Communication with membership as TGs is key.
7. Definition of “Fanning” – is manipulating the hammer anytime TWO hands are not engaged or anchored to each other. The ROC has come up with a formal definition to be included in the SHB Glossary of Terms:
“FANNING: A handgun (revolver, pocket pistol, or derringer) shooting technique in which one hand controls the trigger and the other hits the hammer singularly or repeatedly without any part of the cocking hand remaining in contact with the handgun or the support hand.” (This technique is used extensively in fast draw exhibitions, and is illegal in Cowboy Action Shooting.)
8. TG Role: Discussion on the role of a TG. How do we unite as TGs for rule changes if so many TGs don’t even open emails? How do we stimulate TG participation and therefore member participation? Trickle down theory TG-members/members-TG/SASS ROC. Range Operations Management was emailed, and is available on the SASS website – it explains the roles of ROC, RO Instructor Program, RO Safety Court Program Modification Application Program, TG Program. TGs should review this information to be updated on current operations.
9. TG Summit (revisited): Discussion on necessity of Summit: A forum for face-to-face discussion/voting vs online forum for discussion/voting. Options: 1 or 2-day Summit independent of a major match like EOT or WR where there would be enough time for discussion. An “in-and-out” type of venue…….Or…….at a Major Match where a good number of TGs are already present? Specific agenda items with plenty of notice of date and venue are necessary. Most TGs present were in favor of a short but intense Summit. Summit tabled for time being.

SASS 2018 EoT Territorial Governors Meeting notes – June 19, 2018
The meeting was called to order by Deuce Stevens at approximately 4:00 p.m. Among those present were Misty Moonshine, SASS CEO, Judge Roy Bean, Tex and Hipshot. Deuce advised that there was no set agenda for the meeting and asked the Territorial Governors present for items they wished to discuss.
Lassiter spoke of a concern with the fact that a shooter given a reshoot for RO interference is relieved of misses and non-safety penalties even if the shooter incurred the misses and procedural before the RO interference occurred. He raised the idea of having such pre-interference penalties carry forward to the reshoot score, along, of course, with safety penalties which carry forward under current SASS rules.
Considerable discussion ensued. J. T. Wild inquired as to the origin of the current rule carrying forward only safety penalties but none present knew that history. Dragon Hill Dave indicated that the logic of doing so was that even though a reshoot was in order, safety violations need to be penalized.
Some question arose whether there would be any difficulty differentiating misses and Ps occurring before the RO interference from those occurring after. Cassalong Hopidy suggested that if a rule change were to be made pursuant to Lassiter’s suggestion that it ought also to apply to reshoots granted because of prop or match equipment failures since the logic was the same—that such failures could not have caused a miss or procedural by the shooter occurring before the prop or equipment failure. The Judge expressed his view that misses and Ps should either always carry forward or not, rather than having some in-between approach.
The discussion turned to instances in which a shooter having a bad run intentionally contacts the TO, expecting a reshoot and a number of TGs present commented on the appropriate response. Smokestack pointed out that this should not be treated as RO interference and some offered the view that a Spirit of the Game or MDQ for unsportsmanlike conduct would be in order. In response to comments suggesting that clubs would not apply such penalties except perhaps in SASS-sanctioned matches, Misty reminded those present that a club’s affiliation with SASS carries with it the obligation to conduct all matches in accordance with SASS rules. With no apparent consensus among those present, no action was taken with respect to the proposal.
Happy Jack then raised a concern with DNFs being treated as Stage Disqualifications, pointing out that shooters fail to finish stages for any number of reasons, including heat exhaustion, turning an ankle and other causes. His question was whether it would not suffice simply to award the shooter misses for rounds not fired. Hipshot advised that the current rule was originally offered by Quick Cal and accepted by the TGs of that period, but its history was otherwise not known. Smokestack mentioned that the question was the subject of a recent SASS Wire thread dealing with a shooter’s loss of glasses during a stage run. Misty indicated that she had not seen a DNF assessed in situations like those being described by Happy Jack. The distinction was then offered by Lassiter, elaborated by Cassalong Hopidy, between instances in which a shooter willfully fails to complete a stage though he has guns and functioning ammo available for doing so (DNF applies) and those in which a shooter is unable to complete a stage because of firearm malfunction, lack of ammo (e.g., forgetting to bring shotgun rounds to the stage), or health problems. Misty advised that the issue would be brought to the attention of the RO Committee for further consideration and invited the TGs to watch the Wire for later developments on this front.
- T. Wild then renewed a proposal he raised during the Winter Range TG meeting that an Open Category be made available in which a shooter would compete only for the overall winner award. The rationale offered was that doing so would take some of the top shooters out of the other categories and allow competitors who would typically not win their category the opportunity of doing so. Lassiter pointed out that current SASS rules allow match directors to offer such an additional category. Misty expressed the view that the proposal was a 1% matter, dealing with a matter of concern only to a very few SASS members. There was a discussion of All Around Cowboy categories (in which a competitor shoots some stages Gunfighter style, some Duelist, some Black Powder, etc.) and the point was made that the proposal under consideration would require specific rules to deal with firearms, shooting style and costuming requirements for those shooting in such an Open Category. There appeared to be little consensus and the matter was deferred without action.
Dragon Hill Dave then suggested that those shooting Frontiersman category be required to shoot a hammered shotgun. Misty indicated that the matter could be referred to the RO Committee.
Misty then briefly walked the TGs through four matters that have been the subject of recent TG Wire threads, looking for the sentiments of those present:
- The first was to eliminate the automatic SDQ penalty for leaving the ULT and coming to the line of engagement with the hammer back on the rifle. In such instances, the shooter would be directed to point the rifle safely into the back berm and pull the trigger. If no bullet was fired, the shooter would be directed to finish staging firearms and to complete the stage (No Call). If a round fired when the shooter pulled the trigger, the shooter would be assessed a SDQ and directed to proceed to the ULT. This idea met with the approval of the TGs.
- The second suggestion was reducing the penalty for showing up at the LT with empties in a revolver from a SDQ on the previous stage to a Minor Safety. This also appeared to meet with TG approval.
- The third idea was to make squibs the subject of progressive penalties in a match—a MSV for the first, SDQ for the second and MDQ for the third. Some pointed out that shooters would already have misses for unfired rounds associated with a squib. There did not appear to be any majority sentiment in favor of going forward on this issue at this time.
- The last dealt with the recurring issue of a shooter’s starting posture when no stage instructions on point are given. In particular, the proposal suggested that shooters would be required to have their hands at their side. Misty pointed out that the current SASS rules dealing with the matter specify a default posture that includes hands at sides. Hollifer A. Dollar inquired about a recent suggestion that a shooter violates the current SASS default posture rule if he or she looks down at his guns or ammo. Misty indicated that the SASS rules does NOT prohibit doing that.
There being no further business, this meeting of the Territorial Governors was adjourned at approximately 5:00 p.m.

Discussion Items:
1. Misty opened the discussion on the status of the Divisional matches, asking for feedback on the current organization of these matches. Misty solicited feedback regarding “how these matches are affecting attendance at the Regionals?” TGs provided feedback in various forms, but basically that the system was working satisfactorily. Some TGs mentioned that travelling to all the major shoots was challenging for some, and most shooters would need to choose what match was most important.
2. TGs were informed that the next Shooter’s Handbook (SHB) update would be completed in Jan 2019. In the meantime all should forward any errors to Misty for inclusion if necessary.
The Chair thanked Misty for her hard work on the new SHB and the RO I materials. It was a monumental task and took quite an effort to complete – ongoing. Well done!
3. Discussion took place that the Wild Bunch would be organizing a TG Summit sometime in the next 18-24 months. This would consist of a 2 day event exclusively for TGs, a Summit to discuss any issues and move on. Things were pretty quiet, as most everything is running smoothly. A Summit would only be held if required. TGs should be thinking about agenda items in the coming months, and any possible items should be forwarded to Misty.
4. Open to the floor:
– Question from the floor: “can we include all the clarifications over the years in the manuals / separate doc?” Misty related that it is VERY difficult to keep this information in a living, amendable document. She was investigating a method to keep the info on the SASS website, accessible to all. Ongoing…..
– JT Wild brought up a suggestion to create an “Open” category where only those who want to shoot for “Overall” would compete. This category would NOT be awarded, except for overall, and would therefore NOT be a burden to matches for more awards expense.
Much discussion took place as to how it would be implemented and how it would operate. JT Wild was asked to post this suggestion on the TG wire for feedback, and to explain how the category would be operated/implemented. On going….

I was at the subject meeting, with approximately 50 – 60 T.G.’s in attendance. Below are
my notes, to the best of my recollection. Any questions, please contact the undersigned.
Blackjack Zak was the main moderator, with input from Misty Moonshine, and Tex provided
additional input.
`Cargo’ pants are not allowed in SASS Cowboy Action Shooting matches.
Misty Moonshine is working on combining all three documents; Shooter’s Handbook,
ROI Course, & ROII Course, into one document. It should be completed in six to eight
weeks.
There are no cartridge loops allowed on rifle or shotgun leather butt pads. (This has been
common knowledge for years; don’t know this was even brought up.) Also, no shotgun
shell loops allowed on revolver holsters.
It has been suggested that local clubs allow new shooters to use .22 caliber revolvers and
rifles to start with, to see if they would be interested in continuing Cowboy Action
Shooting. Duration of time allowed to do this would be determined by individual SASS
Affiliated Clubs. If an individual decides they want to continue, they would then have to
procure calibers of firearms commensurate with SASS rules. One Club stated that they
have .22 caliber pistols and rifles for new shooters to use. It was suggested that it would
cost approximately $1,000.00 for .22 calibers firearms, versus $3,000.00 for larger caliber
firearms.
The question was, are shooters allowed to lay fired revolvers down, on a prop or table
after firing, during a match? SASS is alright with that, as long as the shooter re-holsters
their pistols before moving on to the next firearm evolution in a scenario.
SASS is going to start sending out monthly R.O. information e-mails to R.O.’s.
T.G.’s need to do a better job communicating with their local SASS Clubs.
Apparently some SASS club members are not happy with the category title of `Grand
Dame’. Other suggestions were Grand Patrone, and/or La Patrona. They said this was
voted on at the last T.G. Meeting, at the 13th SASS Convention, to leave it as it currently
is. If there are still concerns, please forward them up the chain of command.
